English as a Second Language (ESL) is an intensive instructional program designed to develop proficiency in the listening, speaking, reading, and writing of the English language. Student eligibility for the program is determined through the administration of an English language proficiency test, and parent permission is required for entrance into the program. All instruction is provided in English and utilizes the TEKS and the ELPS for the cultivation of English language skills and the promotion of academic success in all grade level content areas.

The ESL program for PreK through second grade values the inclusion of Emergent Bilinguals in general education classes with their native English-speaking peers. HISD provides a content-based ESL program.

The ESL program for third through twelfth grade also values the inclusion of Emergent Bilinguals in general education classes with their native English-speaking peers. HISD’s departmentalized elementary and secondary campuses provides instruction from ESL certified Reading Language Arts Teachers. The ESL program encourages sheltered instruction in the core content areas of math, science, and US History, as well.  Students may be enrolled in an ESL class in place of or in addition to an English class depending on the student’s individual language level.

  • School districts in Texas are required by state law to assess the English language proficiency of all students whose Home Language Survey indicates that the home language is a language other than English.

    If a child demonstrates limited English proficiency on the assessment, s/he will be eligible for enrollment in the appropriate language program as offered by the school: bilingual education or English as a Second Language (ESL). At this time, Hudson ISD offers an ESL program. The goal of both programs is to enable English language learners to become compentent in the reading, listening, speaking, and writing of the English language through the development of literacy and academic skills in grade level content areas.

  • Emergent Bilingual students are evaluated frequently throughout the year to monitor student progress.  At the end of the year, when a student demonstrates a level of proficiency through required testing that meets state exit criteria and the district requirements of the program model, the Language Proficiency Assessment Committee (LPAC) recommends dismissal from the program.  Exited students are monitored academically and socially for two consecutive years.  After two years, they are a Final Exit from LPAC and will only be identified in PEIMS for federal tracking purposes.
